well, they do, far far more advanced in fact - its just the way the AdMech jealiously guards all technology means that only really really basic and low-end stuff is ever actually used.
But yeah, the thing with the rockbergs that only have hollowed out space inside rather than being built on above the waterline, where it would be easily spoted. Also, because they are within the rock, they are fully protected from the solar flares whilst inside.
And in an entire planets worth of ocean, there will be hundreds if not several thousands of small rockbergs (or islands) scattered all over the place. Some may even choose life on a private rockberg the ideal way to escape to a simple life, without the strutures of society to constantly conform to.

If there are several (by which I mean 50-odd) archipelagos scattered around the planet's surface (around tectonic plate edges?), then the sheer number of islands, potential docks, hidden cave-bases and defendable cliff faces would make it an unassailable pirate safe-hold. This would mean that the pirates were too well sheltered to be bombed to bits, but too well dug in to be shifted by a land assault. Unti they become a serious nuiscance, whereupon they get the bitz pwned off them. Then the only obstacle to successful piracy would be getting to and fromt the base safely, which could be done, to some extent, by optical camoflage and radar/scanning jammers/stealthing.

Exactly. So feasibly, all of the different methods pirates might use are possible. None are easy, but that's pirating.
Technology wise: yeah, that's sort of what I meant, although in some areas our technology is more advanced than theirs. In most, obviously, they are way over RL tech, just contrained by rituality and superstition.
But, for example, satellites are extremely rare in the form we understand them. Perhaps orbital bases, but not just computerised bits of equipment floating in the air, communicated with via radiowaves.
And where Imperial biotechnology is incredibly advanced, their computer technology is equal or worse than ours - they cannot compress or improve their computers, or 'cogitators' because, obviously, that would be heresy.

On rare occasions, they will be the pleasure yachts of the rich, though these are most often reserved as non-cambat pursuits of successful pirate captains. The parts neede to keep them in working order do not come cheap for most, however.
These parts are payed for in many ways. Rumours of illegal sponsorship aside, the sheer amount of goods stolen when a job goes well will keep a fleet and crew of moderate size repaired, fed and sheltered for several months. Smuggling goods to the coastal settlements, to avoid transport taxes, is one of the safer occupations during the quieter times. The pirates as a whole exert a great amount of influence on the continental, as well as sea-borne, black market, providing a steady market for those willing to act as part of an 'old boys network' of planetary size.
