EDIt: So, this is basically finished, and the end product is probably best summed up by one of Necris' posts (if it's not, someone tell me):
The oceans are a mix of dozens of chemicals which for the most part are harmless and inert, posing little threat to the populace, of course prolonged exposure to the chemcial atmosphere around the oceans (especially in deep sea situations such as the Hive Bergs) the air is known to damage both skin and lungs.
Metroline Promethium the planets biggest export is a compund of several of the chemicals found in the oceans, In the first process of refinement the ocean "water" is filtered and distilled to extract all the required chemicals which are then stored in seperate containment vats and further purified while the waste is pumped back into the ocean adding a rudimentary propulsion system to all Hive Bergs.
While in their distilled and filtered state these chemicals are inert and harmless and almost completely useless, except for basic lubricants, coolants and other simialr roles. At this stage the chemicals can be mixed in different proportions in relation to the fuels eventual function, be it weaponised for flamer weapons, or to act as engin fuel for vehicles, and air craft etc.
The actual process of creating the chemical compound for the formation of Metroline fuels requires a large concentartion of cataylstict material, The cataylst supplied by the planet itself is found predomiantly on the ocean floor and is the bacteria designated Metrosynth.
In large concentrations relitive to the chemicals of the ocean Metrosythn starts a chemical reaction that bonds the chemcial mix into a pertochemical formula. These formular unlike many of the other pertochemicals used in the Imperium burn hotter and cleaner, creating very little atmospheric polution in increasing output by close to 50% over other pertochemicals. However this process produces many toxix gasses that are disposed of into the oceans leading to an increase in Metrosythn on older Hive Bergs.
Once the Process reaches its midway stage (which varries depending on the fuel desired) the petrochemical is tranfered to tankers for shipment to the captial city, at this stage the fuel is highly unstable and virtually unsuable, requiring further refinement at the capital and then depending on the fuel in a secondary refinement plant on one of the worlds moons or worlds.
During these secondary refinements the Metrosythn is removed from the pertochemical making the liquid stable for use as fuel. The metrosythn is returned to the ocean or destoyed depending on the quality of bacteria removed during the process.
