Hmmm...I'd be inclined to say, actually, that the PDF general has a seat, but may only vote during times of war - sort of makes sense, in a way

... certainly in times of extreme incidents such as mass-roiting and the like (or indeed war, but thats obvious), he would have to be present to help organise what is to happen and to make reports to the council as to the current status of the situation.

Well...perhaps his vote counts if the Council declares a stte of emergency, or somesuch...well, that and he still has a seat in peacetime, even if he can't vote...which means he can speak, etc...

If I may I'll cip in my two pence worth on the Arbites and the PDF.
As we all know the Arbites do almost nothing on planets with regards to actual policing which is left to Enforcers and the like. Instead they concentrate on sedition and rebellion so it makes sense that one of them would deffinately be on this council breathing down everyone's neck to make sure tithes are paid et cetera et cetera. They would most likely have a single Fortress Precinct at the capital and very rarely venture out. I would say that the PDF are more likely to be used for big rebellions and that the Arbites will only step in when things get really bad.
So, the PDF. I'd be inclined to say they should not have a representative on the council but only on ad hoc war councils should such a thing ever be necessary. There will be advisors just like modern governments have today but they will be subservient to the governing council rather than being part of it.
One last thing I'd like to add is that, on my own world it works very much like modern day Earth, made up of politically distinct sovereign nations that have no more say over the doings of the others than any country has on Earth today. The worlds relationship with the Imperium is kinda like a mix between the Commonwealth, the US and China with the Imperium acting like a Federal body above the seperate provinces.
Perhaps the hivebergs could have similar autonomy, which has already been put forward, with ech one answering to the Imperial authorities seperately. So it's up to each hive to produce its own tithes which them make up the whole tithes of the planet et cetera.

Sounds good - that would lead almost directly onto Taka's idea that the council almost be the equivalent of the UN (though less humanitarian, I suspect...)

Oh, Vendile, please! A Hive consisted of uncounted millions of human beings, all living in what is essentially a self supporting world. It is ancient, ancient technology, massively unstable, floating in a sea which only needs one random ship hand with arsonistic tendencys to light on fire. You would have THOUSANDS of Magi on EACH berg, if not more, simply to support the every day survival of the place. No, I'd go further than that. Millions of Magi. These things are MASSIVE. And this is before each hive's many hundreds of processing and collection plants are entered into the equation. We are looking at a world where the Mechanicus not only have unchallenged power in many matters, but also make up a significant chunk of the population.
That said, I doubt they'd have any real say on the council. What would they say? "We need more part Xs." The Mechanicus is focussed on the workings, preservation and rediscovery of technology, not whether or not a trade guild is granted a certain contract.
I agree with Cara - The military should have no part on the council. Nor should the Arbites. But I do believe there would be a multiple of precincts in each berg. I don't agree with the assesment that the Arbites would have very little to do with each world. Established background, as opposed to work which has been created by those such as PO, has multiple large precincts in each city. Sedition and anger at the Emperor and His governors would be incredibly common in the dregs of the city, and the amount of chemicals floating around (literally) would create some interesting mutations, which they would be very interested in keeping repressed, if in existence at all.

I suspect that the Arbites and Mechanicus would insist on at least sitting in an observatorial role on the council...after all, if the Arbites watch governors so closely, wouldn't they do the same to this, which is basicallyt the closest the planet's got?

Yes I indeed do like my Lord, but this is 40K its full of pomp and self glorification.
My suggestion was going to be exteneded
Principles are what would be considered the inner circle, those are the ones who can be elected to the position of Lord Governor and only them, They also have a permament seat with in the forum and are expected to attend at all times.
The secondaries are dignitaries and can be of any number and any of the suggested fields, these people have a vote but cannot gain absolute power as they are not eligable to be elected to Governor positions.
As for the cheif astropath he would be present and would have a seat, even if a world hates psykers they still have astropaths, as they still need to maintain contact with the imperium on a whole, the cheif astorpath would have this job, he'd also be tasked with relaying important documents back and forth and acting as a secretary

Why are we putting so much effort in? The characters won't be needing this much info, and I thought we'd kinda agreed that there was no real power on the council.
And no, necris, there wouldn't be a psyker on the council. You don't have a mobile phone as part of your cabinet.

no but you do have a member of foreign affairs on cabinet's that is what the astorpath would represent, the connection to the outside universe.
Astropathic guilds are very important and very powerful organisations, after all they can isolate an entire world from the Imperium should they chose or bring about the destuction of the world if needed, you can't call for help without them, you certainly can't trade without them. So yes an Astropathic representative would be present.

No, they wouldn't. They're a resource, nothing more. Add that to the fact that a fear and loathing of psykers is thrown at you from a hideously young age by almost all aspects of Imperial life, you wouldn't have one. You simply don't need them.

I'd have to disagree with your summation of astropaths there Takaetun. Going by the Codex Imperialis astropaths form an integral and common part of life within the Imperium. Add to that, that these individuals contain a portion of the Emperor's soul you might even say they could be somewhat revered. They might not have a seperate seat on this council but they would be intimately connected with the offices of the Governor.

OK, we seem to be getting to Advisors now... I think the Astropaths are more likely to fulfil an advisory role, telling the Senators what's going on in the Imperium, but not voting- they don't cause what's going on, they just find out about it!
