EDIT: The general consencus was that the planet's overall govt took the for of a council, made up of a number of factions, namely representatives from the hives and guilds, along with ones from some of the major Imperial organisations and the like. It was agreed that their influence over the domestic policy of the hives was limited, but that they would have control over the planet's off world policy, and access to the spaceport, among other matters...

Right, this is one of the main reasons I set this particular board up - I feel we probably ought to decide how the planet is governed...
I suppose there are a number of options - one is that there is a single governor, with pretty much absolute authority...another is that the hivebergs have their own, "provincial governors," so to speak, who answer to a supreme governor in the capital...or there could be no governor, with the planet instead being run by a council/forum/parliament of deputies from each hive...or there could be no centralised Imperial rule, with each hive acting as a city state...or...
I personally favour the idea that the planet is governed by a council/forum/senate type group, composed of deputies from each hive...strikes me that would leave alot of room for politicking, and possibly make for some interesting campaigns...
Any thoughts, or other suggestions?

I quite like that idea as well, with a couple elected positions within the forum who are more often voted in based on their particular hive-berg/seaport rather than the character of the actual person. This could easily lead to some rather dubious characters being placed in extreme power - though obviously with a senate/forum type set-up, no-one has too much power as they need backing.

I imagine also that each hive would be a little different in the way it picked its deputies...some might do it democratically, I suppose...others might operate a partial democracy, where only the aristocracy vote...or a council picks them...or they're simply members of the currently dominant family within that hive...or....yes, there should be enough differences that each hive can be slightly unique in that...

A partial democracy, like a senate elect, allows the various trade-leagues and noble houses to have a great effect, without handing control to any one faction. This looks like it'll give a nice level of plot flexibility to the planet, as well as being a good background mechanism/excuse as to why it is so stable. Until a Recongregator-backed extremist decides that the nomads need to be removed, and actually gets a following... The varying methods of selection, depending on teh social structure of each voting body, sounds like an excellent idea. Nice and flexible too.

Could maybe also add in little tidbits like the fact that Hive X reviles Hive Y, and so will probably not abide by any decision of the council supported by Hive Y. Face it, a Hive is pretty big and nasty enough to look after itself. I kinda see a council system working like the UN. great in theory, doesnt work in practice. Which adds even more plot ideas, so keeping is good.

There should probably be a permanent AdMech representative on the Senate, and maybe an Administratum one, who make sure the planet's quite stable politically so the Imperium still gets all that lovely fuel.

Taka: Aren't such things a necessity...politics just wouldn't be the same without some unreasoning hatred and prejudice, would it? Indeed, I've worked a little into the suggested timeline I put up after Necris', just to see what people thought...
Arantel: Again, I agree entirely...I also think the Ecclesiarchy should be represented, seeing as how they are one of the most powerful and important forces within the Imperium.

Oh, I forgot the Ecclesiarchy... Yeah, they'd have a guy on there, it makes perfect sense.
There'd probably also be an Arbites presence in the Cove, the Gate and the major Hive-Bergs.

That's an important point I was trying to work out how to approach: Where are the Arbites? On every Hiveberg? Roaming between the smaller hivebergs, stationed on the bigger ones? In orbit and land, leaving berg policing to berg security? Or just a head office, and a very minimal presence?

Hmmm...I would say the Arbites were probably centred in the capital, with a large, easily mobile force which could be despatched to any of the hive bergs at a moment's notice, with the hive bergs generally being kept secure by planetary forcesnormally

Well if you want a form setup with an elected representaive head from them its really should be made up of
The Principles
Planetary Elected Governor All the Hive Burg Govenors (how ever many hives there are) Lord Marshall Provost Lord Millitant Lord High Cardinal Lord Master Astropath Lord Fabricator (there would be one present they are using machines after all)
Secondaries Major House Leaders The Guild Masters The Trader Master Lord General of the PDF Lord Admiral of the Imperial Star Navy (if present) Lord Admiral of the Imperial Fleet ( a strange situation here we actually could have a naval fleet)
I'd say the arbiters would have a precinct on every hive though varrying in sizes

Hmmm...I'd thought of it being a lot more flexible than that...something along the lines of...(and in no real order)
Speaker (officially the Governor, but who's basically bound by the will of the council, except in certain emergencies, where they can be granted special powers) Delegates sent by all the hive bergs - I would say that the delegates shouldn't necessarily be governors - some hives may not even have a single governor, others would want to send proxies, etc. - (who, along with the trader delegates, would fill the overwhelming number of seats) Delegates from the Trader Leagues/Guilds etc (I imagine the Trade Leagues and Guilds would be quite influential - however, they, probably having headquarters in the capital, might well send their leaders, I agree) The Cardinal The Arbites Chief Marshal/judge The Head of the Planetary security forces/enforcers/PDF (I would also lump any ocean borne fleet in here - I imagine they're far more likely to be a division of the PDF than the IN or IG) Chief Administratum Adept (maybe) Lord Fabricator Commander of Imperial miliatry, if present
I'm very iffy about including the Lord chief astropath - it would essentially depend on the planet's attitude to psykers for a start...I know that the head of the AAT is on the Council of the High Lords, but I suspect lower down in Imperialpower groups, they are viewed (psykers, astropaths) as somewhat tempramental servants - a view whcih wouldn't lend itself to having one present on the ruling body...

you like your Lords necris... Lord high Provost? that the type of guy that would lead a major arbites planetry assult! not be in charge of a planets everyday policing!
Dougs set-up is much more viable/preferable/likely.

I guess that's a vote in favour of trade leagues and guild for various crafts and trades. And I'm in favour of the proportional presence of Arbiters on every hive, with an additional reaction force in St Martius' Cove. My impression is that it has been decided that the Adeptus Mechanicushas only minimal direct control. Does this mean a small clique of techpriests on each hive? Or a mobile repair unit? It would just be impractical, given the Imperium's views on tech, to have entirely unaffiliated mechanics on individual hives. And the Ecclesiarchy? I would see this one as a more personal preference, hive by hive, but there would need to be some guidelines on whether thay are present on all hives, some hives, or just in the Cove.

i'd say a small number of techpriests, enginseers and one Magos per hive-berg(and indeed, settlement) With the exception being the land-based captial, where obviouslt the AdMech leader would be presen to oversee the spaceport and the seaport transfers.
Oh, and doug, no military on the council at all, except maybe the PDF commander (who at the very best would have the rank of General, more likely cornel, despite the possible size of PDFs, that is often the case as far as i know).
