I'm inclined to agree with Arantel there - that's basically the way I'd seen them.
I'd not necessarily say the council had no power - it might only have limited practical control over the hive bergs, but it will undoubtedly control foreign (as in off world) policy, as well as the massivley important access to the land ports, without which a hive berg's economy could feasibly collapsed...
And why shouldn't the players get this much detail? I, and several others, it would seem, are quite happy to go into that detail (I'm quite enjoying this discussion), so why not do so? And I can see the knowledge having an application in game, in certain circumstances...

A lot of players like to create certain details in the different scenarios they're playing in so too much detail might restrict peoples imagination and limit what they can do.

bolshevik, what we are discussing here is absolutely essential stuff that needs to be finalised. Knowing the ranks and power of the people with 'ultimate' cotrol of the planet allows future users to understand the political side of life on the planet - which is rather nessessary for a game like inquisitor where politics are generally important.
Astrophaths are communication devices, nothing more, they would not have power, they are a public service and they know it.
P.S. Necris, the head of the entire AdMech is the Fabricator General. Now, I don't know about you, but calling a member of the AdMech by the title "Lord" just seems completely wrong for that organisation - also i doubt you'll find any situation where a Lord is of less power than a General.

Why do people play Inquisitor? Yes, we may be doing this to provide a nice, detailed, well-thought-out place to set campaigns and rps, but we're also doing it because its FUN. As to the astropath question, astropaths fulfill a role close to a mere communication device, but very slightly less objectified. think scribe. his master, or his master's clerk, tells him what to write. He writes it. He has no power, no choice and no control. Someone suggested that astropaths have power because if they wanted to they could cut off huge sections of the imperium. That is the same as saying that a scribe has power because he can not write stuff if he wants to, and his master is illiterate. it doesn't work that way. The master kills the scribe, and gets another.

Actually, the whole thing seems pretty much worked out now - does anyone mind if I move this particular topic to the completed discussions thread? We can go into the politics in more detail when it's appropriate....
